1. Purpose. Cleveland State University (“University”) is committed to providing a safe, respectful, and orderly environment conducive to study, recreation, and the appropriate use of University facilities. This Code of Conduct establishes expectations for individuals who are not current students, faculty, or staff (“Patrons”) when accessing University buildings and facilities.

2. Scope and Applicability
This Code applies to all Patrons using all University facilities, including but not limited to the Student Center, Interlink, and Administration Center. Additional rules may apply to specific areas within University facilities, including but not limited to:

• Libraries, quiet zones or designated study areas
• Fitness and recreation areas
• Computer labs or technology spaces
• Special collections or restricted-use spaces

*All other applicable University policies remain in effect and are incorporated by reference.

3. General Conduct Standards
Patrons are expected to:

• Conduct themselves in a respectful and orderly manner.
• Comply with all posted rules, staff instructions, and University policies.
• Use facilities only for their intended purposes.
• Refrain from behavior that disrupts operations or interferes with others’ use of University facilities.

4. Identification and Access

• Patrons must comply with all access control requirements, including membership, guest passes, or facility-specific entry policies.
• University police and security personnel may require presentation of valid identification at any time, failure to comply may result in removal from the facility.
• Use of another individual’s identification or providing false identification is strictly prohibited.
• Patrons must adhere to all posted facility hours and must vacate facilities upon closing.

5. Use of Facilities

• Patrons must be actively engaged in permitted activities (e.g., study, research, dining, recreation); loitering is prohibited.
• Certain spaces or services may be restricted to University students, faculty, or staff (e.g., study rooms, computer labs, rec center, lounges, etc.).
• University programs and scheduled activities take priority over informal or non-affiliated use.
• Facilities may not be used for private, commercial, or unauthorized instructional purposes without prior written approval from the appropriate University official.

6. Prohibited Conduct
In all University facilities, prohibited conduct includes, but is not limited to:

• Disruptive behavior, including loud or excessive noise, blocking access, or interfering with operations or with others’ use of University facilities.
• Harassment, threats, intimidation, abusive language, or physical altercations.
• Use or possession of alcohol, illegal drugs, or controlled substances; being under the influence while on University property.
• Tobacco and/or marijuana use, vaping, or use of related products in violation of University policy.
• Disruptive or noxious smells or odors.
• Theft, vandalism, defacement, or unauthorized removal of University property.
• Fraudulent use of identification, accounts, or access credentials.
• Unauthorized solicitation, commercial activity, or distribution/posting of materials.
• Gambling or wagering.
• Possession of weapons of any kind.
• Inappropriate sexual conduct or behavior.

7. Health, Safety, and Facility Rules

• Appropriate attire must be worn at all times.
• Equipment must be used only for its intended purpose and in designated areas.
• Food and beverages are permitted only in designated areas and must not damage University property or equipment; beverages must be in a closed container.
• Personal music or media must be used with headphones; amplified sound is not permitted indoor without authorization.
• Wheeled devices (e.g. bicycles, skateboards, scooters) may not be used inside facilities; medical devices (e.g. wheelchairs, walkers) and strollers are allowed.
• Only service animals are permitted in accordance with University policy.
• Minors under the age of 18 that are not affiliated with the University must be supervised at all times by a responsible adult or guardian.

8. Personal Property. The University is not responsible for lost, stolen, or unattended personal property. Patrons are responsible for securing their belongings and may not leave personal belongings unattended. No Patron shall bring onto campus or into University buildings or facilities unreasonable or excessive amounts of personal property.

9. Non-Discrimination. The University does not discriminate on the basis of race, color, religion, sex, sexual orientation, national origin, ancestry, age, disability, or veteran status in any program, activity, or use of its facilities.

10. Enforcement
University staff are authorized to enforce this Code of Conduct. Violations may result in the following consequences, within the University staff’s reasonable discretion depending on the nature and severity of the violation:

• Verbal warning
• Removal from the facility
• Suspension or revocation of access privileges
• Referral to University Police or other appropriate authorities
• Persona Non Grata status (i.e. – banned from CSU campus)
